The Articles of Association of the Academy require that “The establishment, terms of reference, constitution, and membership of any committee of the governors shall be reviewed at least once in every twelve months”.
The Joseph Leckie Academy Governing Board:
- Reviews and agrees committees and panels each year.
- Confirms who is on each committee and appoints a Chair and Vice Chair of each committee/panel each year.
- Agrees the “terms of reference” of each committee/panel at the beginning/first meeting of each committee each year.

Committees and Membership
In order to carry out our role efficiently and effectively the detailed work of the Governing Body is undertaken by three committees. In addition to attending Full Governing Body meetings, all governors sit on at least one committee. The Committees report back to half termly meetings of the Governing Body at which broader issues are discussed and agreed.
The Curriculum Committee regularly reviews the curriculum to ensure it is broad, balanced and meets the needs of all students. The committee members also monitors progress, examination and other performance data through student attendance. The Committee also ensures that SEND requirements are met, thus promoting high standards of achievement for all students.
Finance and General Purposes Committee
The Finance Committee ensures sound management of the Academy’s finances including proper planning, monitoring and probity. It also monitors the management of the budget, cash-flow including variance, virements and projections.
The Personnel Committee determines the pay and conditions of all members of staff employed by the Academy.
The committee will exercise the governing board's delegated authority in respect of the governors' expectation delineated in the Staff Capability and Disciplinary Policy, that the work performance, conduct, attendance and integrity of all members of staff including the Senior Leadership Team will be of a very high standard.
They apply the criteria set by the whole Academy pay policy in determining the pay of each member of staff at the annual review observing all statutory and contractual regulations.
Members of the committee receive and consider recommendations from the Principal for the salaries of the Senior Leadership Team and keep abreast of any relevant developments which may require the pay policy to be revised.
The committee will also consider the case of a member of staff referred to it under the Staff Capability or Disciplinary procedure and to decide the appropriate outcome, which could include dismissal.
Major issues may be referred to the full governing board for ratification.
Sites & Buildings, Health & Safety Committee
The committee reviews the use, maintenance and repair of the Academy premises including playing fields and ensures that applicable legislation particularly health and safety is complied with. It will also ensure that there are appropriate systems in place for the risk management of sites and buildings including playing fields.
The committee makes recommendations to the governing board for the use of the Academy capital allocation in line with the Academy Asset Management Plan.
Principal's Pay Committee
The Terms of Reference of the committee will be as determined from time to time by the Governing Board. The committee will consider the Principal’s pay in accordance with his / her contract and any agreed performance targets.
Exclusions Committee (Discipline Committee)
The committee acts as the Final Student Exclusion Committee for the Academy and will consider the Principal’s recommendation for permanent exclusion of a student in accordance with DfE guidelines.
Staff Capability, Disciplinary and Pay Appeals Panel
The committee ensures that the right of appeal by individual staff members over decisions made by the Principal, the Personnel Committee or Principal’s Pay Panel under the Disciplinary, Capability and Pay Policies is properly exercised and makes appropriate comments and recommendations on such matters to the governing board as appropriate.
The committee will also:
- Consider the case of any member of staff who appeals against a decision of the Principal under Staff Capability, Disciplinary and Pay Policies and to decide the appropriate outcome.
- Consider the case of any member of staff who appeals against a decision of the Personnel Committee under Staff Capability, Disciplinary and Pay Policies and to decide the appropriate outcome.
- Consider the case of the Principal who appeals against a decision of the Principal’s Pay Panel under Staff Capability, Disciplinary and Pay Policies and to decide the appropriate outcome.
A meeting of the Full Governing Body takes place half-termly.
